When editing a new message; in the Options ribbon click More Options. From the backstage of Outlook 2013 Click on the File menu and then click Options.
The following screen will popup
Click on the Trust Center Settings and point to E-mail Security:
Click the first two checkbox on the Encrypted Email section. From now on all your messages will be encrypted.
