Part 1: Strategic Imperatives and Foundational Principles

1.1 Executive Summary & Business Case

This document outlines a comprehensive plan for adopting the ISO 8000 international standard for data quality, a strategic initiative designed to transform our data into a trustworthy and high-value corporate asset. Poor data quality is a significant operational handicap, inflating costs by as much as 20% and increasing regulatory compliance risks. This program directly confronts these issues to enhance decision-making, streamline global operations, and enable critical digital transformation projects. The successful execution of this blueprint will yield quantifiable outcomes, including reduced operational costs, improved supply chain efficiency, and the establishment of a single source of truth for our critical data, providing a sustainable competitive advantage.

1.2 Core Principles and Pillars of ISO 8000

The ISO 8000 standard is built on two foundational principles. First, quality data is defined as data that “meets stated requirements,” shifting quality from a subjective assessment to an objective, verifiable state that can be checked automatically by a computer. Second, it mandates that data must be

“portable,” meaning it can be separated from any software application without losing its meaning, thus mitigating vendor lock-in and preserving data as a long-term corporate asset.

Our implementation will be structured around key data quality dimensions, including Accuracy, Completeness, Consistency, Provenance, Timeliness, Uniqueness, and Validity. Each dimension will be managed with clear definitions, metrics, and ownership to ensure a comprehensive approach to improving and maintaining data quality across the enterprise.

Part 2: Governance and Program Management

A robust data governance framework is essential for success. We will establish a formal Data Governance Body of Knowledge, chartered with an executive mandate to act as the central authority for all data-related decisions. This includes creating a formal data quality policy, developing enterprise-wide data standards, and implementing a federated data stewardship model that assigns clear ownership for critical data domains to experts within the business units.

The organizational structure will be led by a Chief Data Officer (CDO) and managed by a central Data Governance Office (DGO). Key roles such as Data Stewards, Data Quality Analysts, and Data Architects will be formally defined. To ensure clarity and eliminate ambiguity, a detailed

Responsibility Assignment Matrix (RACI) will define the roles and responsibilities for every key data quality management process, breaking down the organizational silos that often cause data quality issues. A dedicated Program Management Office (PMO) will oversee the initiative, employing agile methodologies to ensure the program is executed efficiently, on schedule, and delivers its intended business value.

Part 3: The Implementation Roadmap and Lifecycle

Our implementation will follow a structured, four-phase roadmap grounded in the Plan-Do-Check-Act (PDCA) cycle for continuous improvement.

Phase 1: Assessment and Strategic Planning (Plan) involves conducting a formal data quality maturity assessment to baseline our current capabilities and performing a gap analysis against the ISO 8000 standard. This phase culminates in a multi-year strategic roadmap that prioritizes data domains based on business impact.

Phase 2: Design and Mobilization (Plan/Do) focuses on creating the detailed blueprints for our future-state data architecture, technology platform, and governance processes. A critical component is establishing a robust data literacy and change management program to prepare the organization for the transformation and ensure widespread adoption.

Phase 3: Agile Execution and Operation (Do/Check) is where the plan is brought to life. Using an agile methodology, we will deploy the technology platform, implement new data quality management processes, and execute the cleansing and migration of historical data in iterative sprints.

Phase 4: Monitoring and Continuous Improvement (Check/Act) transitions the program into a sustainable, ongoing operation. We will establish comprehensive monitoring and data observability functions to track data health in real-time and embed a culture of continuous improvement through structured root cause analysis and formal feedback loops.

Part 4: Technical and Operational Blueprint

The technical foundation will be architected for modularity, scalability, and interoperability to ensure data portability. A central, machine-readable data dictionary compliant with ISO 22745 will be implemented to serve as the primary tool for data discovery. The selection of our technology platform—including Master Data Management (MDM), data quality, and data catalog tools—will be based on a rigorous, weighted scoring matrix to ensure an objective and strategically aligned decision. This technology will be supported by well-defined Standard Operating Procedures (SOPs) for the entire data lifecycle and a formal, closed-loop process for managing data quality issues.

Part 5: Measuring Performance and Business Value

The program’s success will be measured through a tiered framework of Key Performance Indicators (KPIs) visualized through role-based dashboards. Strategic KPIs will link data quality directly to business outcomes like cost reduction and improved compliance, while operational metrics will track the accuracy, completeness, and timeliness of the data itself.36 A detailed

Total Cost of Ownership (TCO) and Return on Investment (ROI) model will provide a transparent, multi-year forecast of all costs and a quantification of expected business benefits, ensuring we can clearly articulate the value generated by our investment in data excellence. Finally, we will invest in our team’s expertise through a continuous learning program and support for key industry certifications like the DAMA CDMP and ECCMA MDQM to ensure long-term success.
